A possible way would be

  1. For the group to brainstorm and then list the elements that could contribute to a global plan;
  2. A small working group then formulates the plan in small steps. Suggestions that do not fit in (temporarily) are listed at the end of the plan to inspire others. They can be integrated perhaps more easily when the document has received more input;
  3. The first draft is circulated among the national groups, the international co-ordination group, and relevant Government departments and the UN. These give their input to the drafting team who then integrates this as much as they can into the formulation, listing ideas that don’t immediately fit at the end;
  4. This more complete version is then circulated as widely as possible among the grass roots world-wide and again their input is integrated;
  5. The process of circulating the draft plan and integrating input first by members of the forum, then national groups, Governments and the UN, then the grass roots can be repeated three or more times.
